WTC6

1. JTA Rule Change Proposal

2. World update

3. Voting update

4. Rebirth of TASAR

Tasar

Hi all, so I am writing to you in the light of a few conversations since I wrote what is below.

All those conversations have been in the same vein and we are probably at the point where we need to consider doing a new plug.

The advantages of a new plug if the 49er and 29er are anything to go by is a reduction in manufacturing costs due to increased alignment, plus the existing moulds are just tired.
These can be very minor, in the case of the 29er the section 600mm back from the bow, was less than 1mm off-set to one side, but the ramifications in the build process from that and other discrepancies meant that a previous 29er took 3 tone of vacuum to pull together whereas a boat out of the new tools "fell together" to the point where we had to put 8mm blocks between the laminates so they did not "overly clamp".    No Vacuum needed!

I think that you should all have a good look at the points below and consider what you want and what you don't and we should embark on a process where we commission a new set of plugs to be CNC milled.
Whereas the 29er and 49er we tried to stay within +/-0.5mm and that cost $20-30k in Phototelmotrophy and NA design work, that we should consider +/-5mm tolerance, avoid all those detailed costs and simply "throw a T2 design".

What that means is we accurately measure an existing Tasar, we then average each side and come up with a mean, but allow a +/-5mm range to fair the lines in.
Fit a new deck, etc etc.   Make new plugs, then moulds and go from there.

We can go green.
We can go lighter but carry lead for an agreed period (like the I14 - A14 transition)
With the ever escalating price of aluminium, we possibly need to look at FRP masts.
Simple dagger rudder stock.

yad yad yad.

Not sure who this should go to, but if you want a class in 10 years time, this should probably be spoken of at the AGM in Seattle.

So Chris, and I have included everyone else because it's across the board,

The area's that you can and in some cases need to address, from my POV are

#1 Going Green.      This may be mandated in the not too distant future.    It has to do with
a) reducing styrene emissions   (we can probably avoid infusion with the Tasar (we can't with the 29er))
b) using less resins (which are toxic)
c) using green materials (Flax, Basalt)
d) using pre-loved material (PET foams)

#2 reducing weight of the boat.
a) sensible re-tweaking of the PET/Flax/Basalt combination can lead to really tough but lighter laminates (this would be 5-8kgs probably, I have not done the maths)

#3 Carbon mast
a) inertia drop
b) sail are increase (you have to to compensate for #3 a) )
c) reduce complexity (no diamonds & no rotation lever)
d) Synthetic rigging (simplicity and longevity)

#4 Sails
a) what I call 2d sails, so mono film, cross cut and cost effective sails.
b) other aerodynamic advantages   (Cuff luff and winglets)

#5 Rigging
a) so beyond #3 d) (which is standing rigging) looking at all the rigging systems
(need to stress I am NOT advocating a RAM vang)

#6 Foils
a) you would be far better served using 29er type foils sections and dagger rudder stock.

#7 Marketing factors.
a) retro-fittable and transition capacities
b) new image.

That's me for now, if I think of anything else, I will add it.

Hello all,

The link below will take you to a file (hopefully!) that is the proposed communication for the proposal for the removal of the weight rule.

If there is any feedback before our meeting or any further information people would like to see within it, please let me know.
Thanks,

Proposal from JTA for Amendments to the Tasar Minimum Weight Rule Change

A proposal has been received from the Japan Tasar Association to remove the Minimum Weight Rule for the Tasar Class. Please click here to find the original rationale from the JTA.

This would mean that the following rules would be removed from the class rules:

C.6 Crew Weight

C.6 Crew Weight

C.6.1 The TASAR, while racing in all sanctioned events, shall carry a minimum total crew weight of 130 kgs. The crew shall be dressed in shirts and shorts, swim-wear or the equivalent, without shoes, all dry, at weigh-in.

C.6.2 In the event that the weight of the crew, thus weighed, shall be less than 130 kg, such crew may race the TASAR, provided that, throughout the event, ballast equal in weight to at least the difference between the crew weight and 130 kgs is carried secured in the cockpit. The ballast carried need not exceed 12 kg.

C.6.3 At sanctioned events, the Race Committee shall weigh and record the weight of each crew.

C.6.4 Each crew shall ensure they maintain a minimum weight of 130 kgs at all times when racing.

C.6.5 Nothing shall prohibit local, national or international authorities from lowering the specified minimum crew weight for special events where the nature of the event warrants this action, such as all-women events, junior events, etc.

Timeline for Consultation and Voting Process

It is intended that the vote will be held Electronically on 1st September 2022 and for the removal of the rule to be in place following on from the Tasar Worlds to be held in September 2022. This would allow sufficient time for the Tasar rule change process to be followed. This is:

1.     Votes of each region be submitted electronically

2.     Proposed rule change to be reviewed by the WTC Advisory Council

3.     Rule change to be reviewed by World Sailing

Please note that due to the timeframes involved this rule change will not be in place until after the 2022 Tasar Worlds.

Consultation Process

The consultation process will look different for each region and District, based upon the current structures in place in that area.

Voting

Votes will be submitted by each District through an online process by 6pm AEDT on 1st September 2022. This meets the requirements for 60 days notice, as per the WTC Constitution. The link to submit the vote will be shared 7 days before the deadline. This link will be distributed through the Region representatives on the WTC.

For a rule change to be approved by the Tasar World Council following on from two thirds approval of Districts, the proposed change needs to be approved by the Advisory Council and then World Sailing.

For the purposes of this vote, in line with the class constitution, the following Districts each have one vote:

·       Japan

·       North America (CAN and USA)

·       UK and Europe

·       Australia - NSW

·       Australia - NT

·       Australia - QLD

·       Australia - SA

·       Australia - VIC

·       Australia - WA

The Tasar Advisory Council currently consist of:

·       Julian Bethwaite

·       Martyn Sly

·       Anthony Boscolo (Current WTC World President)

The voting process online form will have the following information to be completed:

Proposal: To remove Rule C.6 Crew Weight from the Tasar Class Rules.

Approve or reject:

District Representing:

Name of Representative:

Role of Representative:

The vote will be counted by Peter Ellis (WTC Executive Secretary) and Chris Payne (WTC Measurer), with the results of the vote being shared with members of the WTC.
